Windows Vista and Windows 7 are much more secure than previous versions. They protect the C:\Program Files and C:\Windows folders so that no program can access the files to do any dammage.
If you install SSR132 in the usual C:\Program Files\SSR132 folder, it protects the database file from being over written and sets up all manner of 'Virtual Folders' where it keeps copies of changed files, leaving the original unchanged. No problem unless you want to run your own queries on the data. All the updates modify the copy, not the original.
It is easier to install the program in another folder away from those secure one, say C:\SSR132, and you will have no problem.
You might also get 'Access Violation' during the install. Even a user with System Administrator priviledges will not be allowed to update the C:\Windows\System folders with the DLLs and OCXs that the program needs.
If you get lots of errors during the install, including 'Some of the files are out of date... ', 'Please reboot...' and you can't get out of the error loop, try a manual install:-

Create a folder on your C: drive called, say C:\SSR132.
Unzip the racingsense??????.zip file into that folder. It should produce 3 files ( or copy the SSR132.CAB from the CD to the same place). Unzip the SSR132.CAB file into the same folder. It should produce 39-40 files.
Double click on the SSR132.EXE application. If it works with no error messages, make a shortcut on your desktop and away you go.
(If you had the original setup error, the chances are that all the required system files are there already)
If you get any errors, double click on the REGDLLS.EXE application (one of the 39-40 files). It will attempt to register with Windows all the system files. It is a bit messy as a program, but, some will work, some will fail. Just say yes to everything and, when completed, try and run the SSR132.EXE application again.
